Maybe your wheel is too close to the switch assembly.  It should have a
couple of mm gap between.   The horn fing just earths thw wire to make it
sound the horn - the spring contact is touching an earth as the wheel is
turned.

the horn on my 70 notch seems to have a short somewhere. it goes off when i
turn the wheel either way. i replaced the wire in the steeting column and
checked all the other circuits but can find the short. any suggestions?? kk
