With spare wheel and tyre in the way, I think it could be very frustrating.
You would probably need a snake camera to see what you were doing in there -
or borrow an endoscope from a surgeon or a boroscope from an engineer!

Before I drilled any holes, I would try another idea. I've never tried this
idea, but if I had this problem on our '72; I would first unbolt the front
bumper and slide it out with it's tubular reinforcement. After moving the
plastic bellows aside, I would figure out a way to get a makeshift tool up
thru these openings and pull on the latch release arm.
I would spend ALOT of time trying this before I went drilling any holes ;-)
