[T3] Question re F.I. fuel pump cutoff

You are correct. The relay controls the fuel pump at startup.  It is located under the dash fixed with one screw.  It is about a one inch black box.  You should be able to locate it by turning on the ignition and listening to it click. Simply replace it and you are good-to-go.
