Oil on the inside and outside would be 2 separate problems. 

Inside oil means that the cylinder isn't burning cleanly, or at all, 
and probably means that the compression is low. Possible causes for 
this would be some sort of ignition problem on those cylinders, 
valves out of adjustment, cyl head studs loose, or worn rings.

Outside oil is harder to pin down. You have to get oil into the 
cooling airstream somehow. Is this a 72-3 converted to carbs by any 
chance? If so, you may not have a crankcase breather and this may be 
pushing oil out the rear around the crank and into the fan housing 
where it is getting blown everywhere. 

Does this engine drip a lot of oil when it's parked?
