Both 26 and 7 on mine has the plastic cap. 
Where did the cig lighter go?
I assume it was an option?
I would like to put one in to use for GPS and other accessories.
I am a computer geek and need the power some times ;-)

Actually, that blocked-off hole was originally for an auxiliary heater
switch (26 in the photo linked below).  Note it is undersized for the
cig
lighter.  I enlarged the hole and put in a dealer "Autobahn" unit many
years
ago, and that was the most common location for its installation.
