There was never a cig lighter factory option. There was never a hole 
for a cig lighter. If you wanted one, the dealer would drill out one 
of the existing holes and install an aftermarket cig lighter, which 
may have been a VWoA accessory, but it was never a factory part.

Look at your dash and note that you'd need a hole about an inch in 
dia to accommodate a lighter. There's nothing that big there.
