My money is on incorrectly adjusted hand brake cables.  The old drums were very 
likely a lot oversize from wear, and someone adjusted the cables so the hand 
brake would work properly.  Now with new drums the cables are too tight to 
adjust the shoes correctly.  You can check this very quickly by removing the 
boot over the hand brake and heater controls.  As Jim said earlier the cables 
should only have about 5mm (1/4") at most showing above the lock nuts.

At any rate I would stay away from the first shop...  in my book any mechanic 
who lets a car out of the shop with the brake pedal on the floor (especially 
when it wasn't on the floor before) should have his licence revoked.
