I just checked the used fittings I have here, and I find a single 
sealing washer, between the filter sock flange and the flange on the 
outlet pipe. I guess the flange on the sock is expected to deform 
enough to seal against the tank nipple. That's also where the 
microfilm shows the sealing washer, and it only calls out 1 washer 
per car.

Try some nylon washers. If you can't find something exactly right, 
buy some with the right OD and use a tapered reamer to modify the ID 
to fit. Look at the flange on the filter sock. If it's rough, modify 
another nylon washer to seal between it and the tank nipple. That one 
will need a larger hole.
