My engine cover sits above the deck too - I think they all do.

The big lower one is done first.  First make sure the screws holding the top
cover of the steering box are not loose.  Lift the front axle, and with
steering central, loosen the big locking ring, and tighten the inner socket
cap screw until it touches.  Check the wheels move freely left and right.
See what play you get centrally, and if it's still too much, check the
adjustment on the top of the steering box.  Bentley tells you exactly how to
do this.  The hardest thing I found is finding wrenches the right size to
turn the locking ring and the inner socket.  An adjustable and improvisation
usually works!  You will get a lot more freeplay as you turn from the centre
area - that's the design of theis steering system.  It worried me when I
first noticed it, but it's OK.

1st, The access hatch (to the engine) in my type 3 sits high/proud by about
3/8 inch. It seems improbable it was designed that way. It does seem to
latch and seal securely so I'm perplexed. Is it supposed to be flush?,
therefore requiring a seal change and the hinge tabs and twist latches some
flexing for a proper fit, or am I fussing about nothing?

2nd, I'm in need of tightening the steering, and the Bently manual cautions
about over tightening. Is that a "feel" scenario, as described?, and are
there "cautions" not mentioned in the Bently? I'd rather not take out my
steering box.
