I've seen this happen even with the OE style regulators, so it's not
clear to me that this is even a regulator problem. On the cars where
I've seen it, it would go away if you just raised the rpms medium to
high. Normal driving, running thru the gears seems to do it.
In the case I worked on, I think I finally decided that the fault was
in the generator, possibly some shorted turns in the field winding,
meaning that it took more field current to make the same amount of
field. You could check the resistance of your field coils. They
should measure 4-4.5 Ohms. If they measure low, you could take the
generator apart and measure the 2 halves separately. They should
measure the same.
