Aha. But so long as I can compensate by changing spring tension I could
breath life back into an old regulator for some time... on the old Bosch
units the contacts all look pretty good, perhaps some wear but nothing that
looks too bad.

Wear of the relay contacts would be another possibility. That also
changes the "dead band" between hi and lo. It's a 3-state system, so
the mid state is important.
