[T3] Lifters that wont rotate

Anyone ever run into lifters that don't rotate?  In my T4 3 of the 4 Exhaust
lifters aren't rotating, which is really odd. the bores aren't worn, the
lifters have been in 2 different cases now and don't rotate in eather. they
slip in nice and smooth but the wear patterns on them are quite directional.
Im worried, but what could possibly cause this?? They have about 5Kmi on
them now between the 2 cases.

Wondering if it had ever popped up as a problem in T3 cases?
