This sounds like you're doing it IN a car, not a bench test, right?

The + battery terminal goes to the top stud on the solenoid.

The - battery terminal goes to the body (or the tranny case if this 
is a bench test.)

If you get a large spark when you do this, then you either have 
something hooked up wrong, or there's a short in the starter.

To run the starter, you use the ignition switch (or short the top 
solenoid stud to the small lug next to it.)

If you have a problem at this point, then, again, you have something 
hooked up wrong, or there is a problem in the starter.

You haven't hooked up the 2 battery leads to the 2 studs on the 
solenoid have you? If you did, that would cause a BIG short when you 
energized the solenoid.
