Yes, steel is magnetic, stainless, zinc, alum are not. If you take a 
file to the metal, it will be easy to decide whether it's stainless.

How about the hole in the triangle shaped washer? Might it be 
hexagonal?

I'm willing to bet that the stud is part of the pot metal arm 
casting. The rust staining you see is from the odd washer or the nut, 
or maybe even the stainless shell, as even stainless will corrode 
under certain circumstances.
