The usual cause for clocks to run too fast is something caught in the 
balance spring, tying adjacent turns together. It can be a drop of 
oil or a bit of dirt, but it changes the spring constant and pushes 
the resonant frequency much higher. I've also seen them where the 
spring has been pushed so that adjacent turns overlap and get caught 
in each other, to the same effect.
