It's totally nuts for it to be loose like that.

That sure sounds like a likely cause. Try to find someone with the 
right socket, and stand on the breaker bar far enough out to get to 
something like 220 ft-lbs. It really needs to be tight, or you'll 
wear out the splines. You don't want to do that.

Once again, the dowels do not hold the bearings in place. They only 
position them correctly until the case halves tighten down on them.

How much play do you see? There's nothing more we can say until you 
put a number on this.
