Hi there
The brushes are a very likely suspect...particularly if they are not genuine
Bosch units.  Not only is the composition different, but so are the
inconsistent shapes which need careful attention with a small file to make
workable.  German Bosch are the best replacements, but good luck finding
them.
The only reasonable non-Bosch brushes I have seen are those from NAPA.  They
clearly don't last as long as the OE units, but they are readily available
and more physically accurate. 
South America and China...no way.
