I know dual port, dual carb cars had  them.

Yes, this is correct. I think someone was asking, as they were having a  
"vapor lock" issue, and wanted to know IF VW ever used them on single port 
dual  carbs. But single ports only used the copper "O" ring at the head, and a 
gasket  at the carb base. Nothing else. Dual port carbs used the spacer. I 
think this  was because there was more heat, from more intake manifold 
material being  in place, that they (VW) found the need for the spacer.
