You need to start with the crank set to TDC for #1. At this point, 
both #1 & #3 will be at their peaks, but only the valves for #1 will 
both be closed. When you're starting from scratch, you have to pull 
the right side valve cover to make sure you're at the right TDC.

Once you insert the drive gear, it won't look EXACTLY like the 
drawing, but if you try it one tooth each way, you'll see that this 
is as close to the drawing as you can get.

The #1 timing mark on the rim of the dist body should be at about 7 
o'clock when the timing is right. If the dist body is installed in 
such a way that you can't rotate it to the right orientation, you 
need to pull it up, turn it to the correct orientation, push it 
straight down, then turn the rotor while pressing down, but not 
turning, the body. At some point, the drive dogs will drop into place 
and the whole distributor will drop into place.

Then you should be able to time the engine properly.
