Slide one of the sleeves onto one of the air runners. Hold the air 
runner with the tube pointing down. Shake. If the sleeve falls off, 
it's too loose.

Remember, there's vacuum inside, so the pressure difference is 
working with you, not against you. A little grease on the sealing 
surfaces will also help.
