[T3] J16 relay ????

Like you said, you probably have a mistake in the wiring 
somewhere....

Unplug that terminal and see if the relay then opens. It should. If it doesn't, the relay is sticking. if there's voltage on that terminal, it's being supplied from somewhere else. It's odd that they show wires leading to J21, because those wires just lead to the FI brain. There's no other relay there.
