There are different styles, but most have a sort of blind nut on the bottom
of that pivot. I would suggest taking that nut off and removing ALL the
parts inside. Clean everything off and then coat liberally with grease, to
prevent corrosion.

When you put it back together, tighten that nut just enough to keep it from
moving in the wind but not so much that you break something when you try
adjust the mirror.

Jim --- We've talked about "tighten ... just enough ... but not so much ...".

It seems to me that it comes down to:  Some people develop the "FEEL"
of how much pressure is applied to different size bolts and nuts.
Some people develop that "feel" after they break enough bolts early on.
Some people never do.  :-O
