[T3] dash pad talk

It's on the front panel to the right of the VIN plate.

I think it's part of an M-number spec for the UK market.  I found a
reference to it somewhere - or maybe on M-codes for campers eg.

Where did they put the seat belt sticker? Was it from VWAG, or was it
installed upon import?
