[T3] Type 3 Birth Certificate

I know this topic is older but I just now started to pursue the project. Im interested in getting a birth certificate for my "67 Notch. The link states that this service is for 1970 and newer VW vehicles, is there a similar service for 1969 and older VW vehicles? Thanks in advance to anyone who can help me on this topic!
