[T3] starting, and also flickering

Hello Group,
I am working on a '71 FI 1775cc, stock heads, valves, and cam, automatic,
stock distributor from Jim Adney.
Sometimes intermittently when I try to start it, both relays click and hear
the fuel pump coming on, but no start. While the key is on, if I take
off the distributor cap and separate the points from touching, I get a spark
at points then hear the fuel pressure regulator make a noise (normal). It's
building pressure. I put the cap back on when and I turn the key to start
the engine, it starts immediately. Excellent cold idle and perfect warm up,
runs excellent.
What causes this irregular no start? I believe I have the engine timed
right. Air/fuel mixture is at 14 to 1. I used a Peerless model 660 air
/fuel mixture analyzer. A short somewhere? A crossed wire?
Also at night I see the dash lights flicker bright to dim (not too bad) and
then bright again. No problem noticed at the headlights. Could it be the
voltage regulator going on or off? I have a stock voltage regulator
installed. I also have a electronic one. Should I swap out the installed
old style regulator? A professional rebuilt generator is installed. My
battery is fairly new and around 12.45 vdc or better.
