Those are ALL the right questions. You can get a ton of money into  one of 
these cars, and that's doing it yourself. :O
 
I think Restorations and Customs is still located in Manassas, VA.  They do 
VW restoration work, but mostly on bugs. You might try contacting  them, to 
see IF they're still in business, and IF they would take on your  project.
