The blue Bentley is very expensive.  The Haynes VW Type 3 manual isn't as
good generally, but it does cover the Solex 32PDSIT-2/3 twin carb reasonably
well.  $25 new with free shipping on ebay.com .

The idle shut off  valve. I am probably calling it the wrong name. In MG
terms, it is the Anti  Run On Valve.
 
 
That valve, is called an idle control solenoid. It does exactly like you're
thinking it does, meaning it retracts a plunger, and allows fuel to  flow
thru the idle circuit. When the ignition is shut off, the plunger  extends,
and fuel is shut off.
 
On both my 65 Notch, and my 64 T-34 Ghia, I have the screw in mechanical
version of those electric valves (it's a brass jet with a ball bearing in
it).  Most of the good VW parts suppliers stock both. I think Mike Fisher
said he  even used a bug version on his 67 T-3, when he found 1 that was
bad.
 
To find more info on Solex carbs, you'll probably have to buy a Blue
Bentley, as that's about the only real source on them, that I know of. This

It covers fine tuning them, but also assumes you already have a complete
working set up.
