[T3] Fender Question

So I just picked up a pair of from fenders from a 69. And I'm a little stumped.

My car is a 68 and I was under the impression that the 68 right front was a one year only configuration being the first year for the external fuel-filler and (I thought) the last year without a cable release for the filler door.

This fender has the"68" filler door ... and a different signal. European maybe?

I'm not that knowledgeable about the year-to-year changes.
