I'm not a beetle expert, but from what I've seen and heard, the FI 
beetles got the stepped heads and the temp sensor port (but they put 
it on the "wrong" side, #1, on the right) but they never got the 
breather ports. I don't know why, but they just didn't seem to need 
the crankcase ventilation.
