[T3] Axle Beam Clamp Replacement

I (with the help of Jim A.) plan on replacing one (or both) of the Axle
Beam Clamps on my 1969 Type 3 Square.

History:
As some of you know, the Square is a 45-year-old, one-owner car, & was
driven in the salted roads/"rust belt" Wisconsin winters for 20+ years.
Now, as the car is only a summer driver, we sometimes also tow the Square
behind our motor home.
The base plate, which we built in 2012 to tow (2,500 miles) the Square to
The Invasion in Colorado Springs, attaches to the Axle Beam near the
clamps.

The Axle Beam Clamps are original & the left-side is very rusty& (I think
structurally un-sound).

We suspect removing the upper bolt of the Axle Beam Clamp, MAY be
problematic.

1.)  Does anyone have experience in removing those bolts?
2.)  Degree of difficulty?
3.)  Penetrating oil and letting it "soak" for several days? ....
... before attempting to remove those bolts.
