The most likely cause is that the armature has been worn slightly 
out of round. This is normal after a lot of use. Being out of 
round causes the brushes to get bounced up and down, and they spark 
each time they leave the surface and come back down again. If the 
armature is nicely round, this doesn't happen.

The solution is to put the armature on a lathe and turn the armature 
round again. When you do this, you'll see exactly how out of round 
the armature was.

You can't fix this with solvents or sandpaper, but someone who knows 
what he's doing can fix this easily. You might find the help you need
at an automotive electric repair shop, or at a place that services 
vacuum cleaners. You'll just have to ask around.
