My thoughts also but also thinking rust has penetrated what remains of the liners. I think some heat applied sparingly may cause the moisture in the rust to expand and evaporate while hopefully remaining below the temperature that would cause the plastic to fail.An electric hair dryer or hot air gun may serve the same purpose. Eliminate some of the moisture in the rust then replace it with a penetrating fluid.
