There is a "step" in the bottom of the air cleaner. Sometimes this is 
marked with a red line. The bottom half should be filled just until 
the step is covered.

Just pour out the old oil, wipe the bottom, and refill. This does not 
have to be done unless there is significant buildup of sludge residue 
at the bottom of the old oil. You can tell this easily by just wiping 
the bottom thru the old oil with a finger. For most of us, air 
cleaner oil change will seldom be necessary. It will be necessary 
more often if you drive in dusty areas.

One thing to be careful of, that most people aren't aware of, is that 
you should be careful to NEVER turn the upper half of your oil bath 
air cleaner upside-down. If that happens, dirty oil will drip into 
the intake air passage. That's not something you want.

If there is caked dirt around the holes in the upper half, you can 
scrape/wipe that off.

There's no necessity to really clean out any other part of this, but 
the lower half can be washed out every 10 years or so, if you like.
