[T3] 77 bus starter won't disengage

I had this happen with a dune buggy my students were working a few weeks
ago. Turn out they didn't tighten up the top bolt on the starter which put
the bendiex in a bind with the flywheel and wouldn't let it or the solenoid
disengage thus causing it to keep going.

On side of road so can't do much forum searching. Replaced starter solenoid,
wiring is properly attached, no odd grounding.. When I turn key the starter
won't stop.... Any ideas?
