It COULD be your pressure sensor went south,
check and see if it holds a vacuum, if it does its likely good.

Subject: [T3] sputtering and bogging down - Update

A quick update on my issue - well my vw fastback issue, I replaced the fuel
filter but found a nice pencil sized stream of gas rushing out from the
tank with no sign of any blockage. The fuel filter is only a year or two
old so it was still shiny and didn't seem to have any obstructions. I
replaced it anyway with a new one just in case and then rode the car a bit
but the issue remains. I checked the spark plug leads they are all on
tight, nothing popped out. I suppose I will see if I can change out the
coil next, then if that doesn't work, move on to the fuel pressure
regulator test. symptom is engine if bogging down and sputtering up hills
and on level ground also, at the top of each gear before it shifts up. Much
more pronounced on the hill
