[T3] Idle cutoff valve

Jim,

The wiring ended up being the problem. I rebuilt the harness that was
sending power to both chokes and the idle circuits. Everything is good now.

I thought it might be the wiring, but it got too late to check last night.
I woke before the heat this morning to get it done.
