[T3] Service Packs?

Here's a question that's been on my mind for a long time:

What are the parts that the dealership had that came with an SP 
number, like SP137?

I'm guessing that it stands for Service Pack and is a small kit of 
parts needed to accomplish some given task. But most such kits came 
with an actual 9-digit VW part number and I don't find any mention of 
SP numbers in any of my official VW parts lists or manuals (although 
they might be somewhere I haven't looked.) And yet I'm pretty sure 
I've seen official VW boxes with SP numbers on them, possibly with 
the long number, too.  

Where did these numbers come from? Does anyone know of a listing?
They're not just a VWoA thing, are they?
