Hmm I get some change and it still seems like allot of vacuum not just a little.

I think you're asking about the Aux Air Regulator (AAR.)

It should already be properly adjusted. They never seal perfectly. 
The test is to close off the hose at the air cleaner with the engine running and fully warmedup. In that case, the idle speed should not change significantly when you close off the hose with your thumb.

Yes, you will still feel vacuum, but not enough air gets thru to affect the idle speed.
