It's rust/corrosion that seizes the threads together. Leaving them 
loose won't make them easy to get apart the next time.

Coat the threads with anti-seize, then tighten. A Channel-Lock wrench 
will get you close, then finish with a cold chisel, working 
tangentially on the hex.
