[T3] flap shaft

I'm having a problem getting the flap shaft coming up from the thermostat
to go through the head on the type 3 engine I am working on. The head are
after market L5 heads from AirCooledNet.com with 40 x 35mm valves with a
94mm head bore size. Anyone know what I'm doing wrong.
