Keep in mind that vinegar is an acid. It will etch away metal. Shot soaking times for brass or stainless steel are alright. Prolonged submersion could pit or destroy the metal. 
If you have access to an ultrasonic cleaner use that to remove the rust. Then oil the filter after drying it. 
Once installed it will be submerged in oil and should not corrode further.

 My main concern is the staining which is either just tarnish on both the 

steel and brass or very fine rust stains . So far that seems to be coming 

off sitting in vinegar.
