The column is close enough to the gas tank to make contact if the seal between the tank and the chassis is left out.

Have you checked the spacing between the steering wheel and the column
housing?

On the '71 the return wire from the horn comes to a connection on the
indicator switch, and thence to the steering wheel through the sliding
contacts and is grounded by the horn contacts to the steering column then
the steering box via the braided wire that goes across the steering
coupling.  There's no movement of the wire itself.  You may have a stray
wire brushing to ground at the coupling, or more likely an eccentric
movement of part of the contact mechanism at the steering wheel.  Try moving
the steering wheel with the front end lifted to see if you can replicate the
problem reliably.  Push and pull on the steering wheel as well.

It's a 71 Sqbk.   I haven't yet pulled out all the stuff in the trunk to
follow the horn wire but it's obviously grounding itself somewhere (and then
beeping) when I hit little bumps on left hand turns. The question is...
where?   Maybe in steering wheel?  NB:   When I intentionally use the horn,
for now, I just touch the steering wheel wire to the metal.

What year? The circuits changed in '71.
