[T3] Horn Erratic

Why would a horn work sometimes, work weakly other times, or not work at all at others?  ('71)

Is it the horn itself?  Or a ground somewhere that's in a hidden  rusty area? 
 Or some can-of-worms inside the steering wheel? 
 Ground beep contact at steering wheel is ok.
