Lots of reasons, mostly due to ccrrosion on connections. The brass ring in
the steering wheel can get an oxide layer, or the spring contact may be worn
out - sometimes holding down the horn ring while turning the steering wheel
side to side can clean it; the spring-loaded pins in the wheel may need
cleaning; the steering wheel gap to the column housing may be too large (aim
for 2-3mm) and lead to intermittent horn; the strap that bridges the
insulating steering coupler at the bottom of the column is in an area
exposed to rain and winter salt, and state of charge or battery state might
affect the circuit somewhat; the horn itself has contacts inside which can
become oxidised - some can be dismantled, but it can be hard to get the
adjustment right when reassembling, as the gasket thickness is critical, and
the adjustment screw is often rusted in. 

If you can get the horn to work by grounding the contact at the steering
wheel, that suggests it's in that area - the gap between the steering wheel
and the housing.

I rarely use the horn on my '71 (or any car for that matter), which probably
doesn't help the situation - use it or lose it!

Why would a horn work sometimes, work weakly other times, or not work at all
at others?  ('71)

Is it the horn itself?  Or a ground somewhere that's in a hidden  rusty
area? 
 Or some can-of-worms inside the steering wheel? 
 Ground beep contact at steering wheel is ok.
