It's probably got a bit of a bend in it where it has been round the quadrant
of the lever.  I think you'll probably have to rmove the lever - it's not
too hard but try not to operate the ratchet button as bits tend to fall out!
The lever pivots on a 1/2" dia pin that has a circlip on each end, ISTR.

Tried to remove a good emergency/hand brake cable from a parts car to
replace an obviously stretched, not yet broken, one on my on-road car.
Is there a way to guide the threaded brake lever end of that cable into the
tube so that it can be simply pulled through the tube and out the rear?   
The lever end has an edge...a lip... at the end of the screw threads that
jams and will not be pulled through...yet...despite all sorts of jiggering
and pushing and etc.
One "how to" site said one may have to take off the brake lever assembly to
get that threaded end going back through the tube.   Easy to install a
cable, of course, just by pushing a greased cable back in.    VW manuals are
useless about this.
