My guess is that you've been adjusting the idle before the engine is fully 
warmed up. The Aux. Air Regulator (AAR) is intended to allow a fast idle 
while the engine is cold and then bring the idle down as the engine warms 
up. If you adjust the idle with the engine cold, the AAR will drop it farther 
once the engine warms up.

The AAR works by allowing extra air into the engine when it's cold and 
shutting that extra air off as the engine warms up. An alternate way to adjust 
the idle is to find the hose that connects the AAR to the air cleaner, 
disconnect it from the air cleaner and then plug the end of that hose with 
your thumb while you adjust the idle to ~800 rpm.

The AAR is the device mounted on top of the case, just to the right of the 
distributor.

There are other possibilities, but given your description, I think this is the 
most likely, by far.
