Believe it!  It has already passed into law in those countries.

It won't have as much effect as you think.  Most cars will be charged 
overnight.  Presently in many areas, especially high population urban 
areas, the power companies have way too much power at night, and have to 
find ways to use it up or somehow cut back on production...  very 
difficult to do in some areas.  That is why they often supply power for 
street and highway lighting at very cheap rates, and sometimes free.  
They are looking forward to electric cars to help them balance out their 
daily output and improve their bottom line.
