[T3] Distributor Drive Gear Position

What you've done will work just fine. The drive gear position is only to allow 
proper installation of the distributor with reasonable orientation of the spark 
plug wires. If it starts, runs, and is adjustable, it's okay.

You should make sure the mech advance on your 009 is actually working. 
Watch the timing with a timing light as you rev the engine. If the timing marks 
don't move, the advance mechanism is frozen, which will cause problems.

Only a few VW distributors came with the retarded #3 cylinder. I don't think 
that includes the 009. So, yes, look elsewhere for your problem.
