Okay, here's the method:
solution is 1 Tablespoon laundry soda (NOT baking soda) per gallon of
water. Fill the tank, sealing the inlet and outlet with plastic or
steel, no copper, brass, or stainless.
Insert an iron or steel (no stainless, no chrome, no copper, no
brass, no plating) electrode into the solution such that it does not
contact the tank anywhere. A length of rebar makes a good electrode
Connect the negative lead of your battery charger to the tank,
positive to the electrode.
Set the charger to 12 V low current and turn it on.
Do this outside, so the oxygen and hydrogen that are liberated will
dissipate safely. Turn the charger off and check your electrode every
hour or so to make sure it doesn't need to be cleaned off to expose
fresh iron. Don't let the electrode contact the tank.
You can't overdo this and damage the tank. It's self limiting; it
only removes rust, not base iron or steel.
