I would avoid soaking them in water, as they're only fibres pressed into a mesh base.  I suggest an engine degreaser spray to loosen the oil and wipe off with a cloth. 
There is a grey paint coating on the outside, which you can recoat.

Dear Listers,

First, the invasion pics and videos were great and thanks to all who 
shared.

My question is what is the best way to clean the insulating covers that 
I just removed off of my heater boxes. One looks Very good the other is 
a little worse for wear but all there.  Would soaking them in warm soapy 
dishsoap to remove the 50 years of grease and grime be alright?
